Automotive Package” delivers first important step to amending CO2 legislation for cars and vans

Jakub Faryś, President of PZPM, sums up: "First impressions after the European Commission published the automotive package are positive; it's a good start.
The change in the reduction target for passenger cars for 2035, while taking into account technological neutrality, and increasing flexibility in achieving individual reduction thresholds is a good sign.
However, apart from revising the emission target for vans,  the European Commission has not addressed the emission targets for 2030, and achieving them may be very difficult. We still do not know what the regulations on greening corporate fleets will look like, or when a general review of emissions regulations will take place, which is important because it will include information on infrastructure and the situation of the industry in addition to the state of the market. Similarly, we do not know the details of the regulations on heavy-duty vehicles.
It is too early to make a final statement on the entire package, as we now need to analyse it thoroughly, and then we will be able to say more about the proposals presented and their expected impact on the European and Polish automotive industry.

Conference - The road to zero emissions: a command or a road map?

On December 5, a conference entitled “The Road to Zero Emissions: Mandate or Roadmap” was held, organized by the Polish Automotive Industry Association, the Polish Leasing Association, and the Polish Vehicle Rental and Leasing Association.
The conference brought together key stakeholders in the legislative process concerning the decarbonization of fleets in the EU—government representatives, MEPs, including Bartosz Arabik, Stanisław Bukowiec, Konrad Wojnarowski, Ewa Baryłka, and industry experts. The panel entitled “Fleet decarbonization: a realistic plan or an excessive burden?” was moderated by Jakub Faryś, President of PZPM. Participants focused on assessing the impact of the proposed regulations on the Polish economy, entrepreneurs, and the mobility market.
During the second debate, entitled “Review of CO₂ emission reduction targets in the EU and the Clean Corporate Vehicles initiative: which direction will legislation take?”, they discussed the role of the European Parliament in the legislative process and the possibilities of influencing the shape of the GCFI initiative at the EU level.
The meeting took place on the eve of the European Commission's presentation of the Greening Corporate Fleet (GCFI) initiative, new CO₂ emission standards for fleets, and a battery strategy—a package that could significantly change the operation of corporate fleets across the EU.
European Parliament members presented their assessments of the GCFI project and attempted to answer the question of what role they can play, what arguments are effective in Brussels, and how the industry and the Polish government can support legislative measures that benefit Polish companies and employees.

The electrification of the European car fleet is a big challenge for Polish parts manufacturer

The automotive market in Poland is entering a phase of accelerated change related to electromobility. The development of electric vehicles is influencing the architecture of cars and components, which is forcing the adaptation of entire supply chains and the design of parts and systems tailored to the new operating conditions and ergonomics of electric vehicles. For many Polish manufacturers of car parts and components, this means modifying their product portfolio and rebuilding their existing business model, according to a report by KPMG in Poland and the Polish Automotive Industry Association. The publication also analyses car sales in Poland – in the first three quarters of 2025, 428,000 new passenger cars were registered, and the number of vehicles with alternative drives increased to 251,000, which is 19% more than a year earlier.
